Agora - making public legislation and projects more accessible

Our open-source platform aims to bring closer to the public information about projects and plans from different sectors with significant environmental impact.

Solution context

The problem came up during the presentation delivered by a member of WWF, the sponsor for our challenge. When the Romanian Government publishes a new project or legislative proposal, it can do so on any of the websites of the various minister websites or any other public institution. The issue concerning this is that a person interested in giving feedback on those directives has little knowledge of them as they are published for public debate. It would be a lot easier if things were happening on a centralized platform while notifying the interested actors about the publication of new information on a given topic.

Solution description

Our open-source platform aims to bring closer to the public information about projects and plans from different sectors with significant environmental impact (covered by the national legislation transposing the EU directive on the evaluation of the effects of certain plans and programs on the environment, also known as the SEA Directive). The platform's purpose is to inform the public and allow people to take matters into their own hands. We want to explain what is the role of the public in the debates of the projects and what rights it has, especially to be aware that they can directly influence the project through comments on the platform, proposals and justified alternative solutions.

Key points:

  • the information about projects and plans will be automatically added to the platform as they are published
  • there will be users with different roles
  • the comments will be automatically analyzed and reports will be generated to illustrate the common opinion of the public
